The Trump administration is more willing to support loan
guarantees and tax breaks for nuclear power than for wind and solar because it
is “more American” than those forms of energy, the director of the US
Energy Dominance Council said on Thursday.

Jarrod Agen said nuclear power is more likely to be made from US-made parts
than wind and solar farms, so the administration is more willing to give it
financial aid from the US Loan Programs Office and support tax incentives.
賈羅德·艾根（Jarrod Agen）表示，核能比風電與太陽能更可能使用美國製造的零件，
因此政府更願意透過美國貸款計劃辦公室提供財政援助，並支持相關稅收優惠。
“Nuclear is new in that we need to invest in it to get ahead - and it’s the
long-term play that the president wants to put in place,” Agen told an event
at the Center for Strategic and International Studies. “It hasn’t had the
proper kind of investment. It hasn’t had the focus that some of the other
intermittent (energy sources) have had.”
艾根在戰略與國際研究中心的活動中表示：「核能的新意在於我們必須投資它才能領先─
─這是總統想要推行的長期布局。核能並未得到應有的投資，也沒有像其他間歇性能源一
樣受到關注。」
Companies at the forefront of building nuclear reactors are American companies
, he added.
他補充說，處於建造核反應爐前沿的公司大多是美國公司。
Agen said building out nuclear power is the third prong of the Trump
administration’s approach to winning the artificial intelligence race against
China after extending the lifespans of aging coal plants that are retiring
and increasing the efficiency of the existing electric grid.
艾根表示，發展核能是川普政府「在與中國的人工智慧競賽中取勝」的第三支柱，前兩個
是延長老舊燃煤電廠的壽命，以及提升現有電網的效率。
In recent weeks, President Donald Trump has deployed a range of tactics to
stop offshore wind expansion, which was a cornerstone of former President Joe
Biden’s efforts to combat climate change but has struggled with soaring costs
and supply chain snags.
近幾週，川普總統採取了一系列措施阻止海上風電的擴張。海上風電曾是前總統拜登應對
氣候變遷的核心策略，但如今陷入成本飆升與供應鏈瓶頸。
Most notably, Trump’s Interior Department late last month issued a stop-work
order on the Revolution Wind project off the coast of Rhode Island, which is
80 per cent complete.
最引人注目的是，川普政府的內政部上月下旬對羅德島海岸外已完成 80% 的「
Revolution Wind」項目下達停工令。
Agen dismissed criticism that revoking permits for nearly-completed renewable
energy projects causes instability and uncertainty, saying the Trump
administration is sending a signal that projects that will succeed will not be
reliant on tax credits or subsidies.
艾根駁斥批評者對「撤銷幾乎完工的再生能源項目許可」會造成不穩定與不確定性的指控
，他表示川普政府要釋放的訊號是：不依賴稅收抵免或補貼才是能成功的項目。
“If you want to invest in a project that you can be financially viable in,
and you’re not reliant on tax subsidies to do it, I think that’s the message
that we’re trying to show and I think that we have seen success on the
fossil fuels,” he said.
他說：「如果你想投資一個財務上可行的項目，而不是依靠稅收補貼去維持，我認為這就
是我們要傳達的訊息，而且我們在化石燃料方面已經看到了成功。」

成功能源計畫必須靠市場，而非政府補貼
AI 運算需要龐大、穩定電力
核能可提供穩定基載電力，符合長期戰略需求
不像風能、太陽能受天候影響
且風電、太陽能設備多依賴中國製造（太陽能板、風機零件大量來自中國）
而核能反應爐與關鍵零件則主要由美國本土企業
如 Westinghouse、GE Hitachi掌握
